What the stated mass is a measure of: which portion of the weighed material it counts, and the moisture condition it is stated on.

Carried on the material rather than on the Measure value object, which is used across the vocabulary for dimensions and tolerances and stays general. Where the basis counts a contained substance, the substance is the material's own materialType.
