The condition for assessment against the threshold (greater than or less than). Needed because sometimes a higher numeric performance above the threshold represents compliance (eg this steel tensile strength is higher than the minimum) and sometime the numeric performance must be lower (eg the maximum emissions intensity for this class of product where a lower number is an improvement.)
